Fix VMVN (immediate), Add VPMIN, VPMAX, VMVN (register) (#1303)
* Add Vmvn (register), tests for both Vmvn variants.
* Add Vpmin, Vpmax, improve Non-FastFp accuracy for Vpadd
* Rebase on top of PTC.
* Add Nopcode
* Increment PTC version.
* Fix nits.
